served in Woodrow Wilson’s first cabinet. The bulk of this collection consists of his correspondence, press releases, and memoranda
as Secretary of War. Among the topics covered are the state of military preparedness, troop movements on the Mexican border,
the opening of the Panama Canal, and the early years of World War I.
