Chapman was also the treasurer of the Episcopal Society of New Jersey for the Promotion of Christian Knowledge and Piety. The Society was modeled after the work of the Society for Promoting Christian Knowledge, the greatest and most important society within the Church of England. Chapman was born in Elizabeth, New Jersey, on May 15, 1785. He studied at the Princeton College and Theological Seminary, and was ordained deacon in 1807. After spending some time as the assistant minister at Trinity Church in New York, he was ordained priest in 1810 and named rector of St. Peters in 1811. Chapman was prominent in New Jersey diocesan affairs, being a member of its standing committee for 20 years and often a delegate to the General Council of the church. When Chapman arrived to the Diocese of New Jersey in 1811, it scarcely existed, with no bishop and little funds. After seeing both his parish and the Episcopalian diocese become noteworthy and prosperous, Chapman left St. Peters in 1842 and retired, remaining active in local Episcopalian affairs until his death on April 6, 1857.
