The first Morris County court met at Morristown on March 25, 1740; Jacob Ford (fl. 1776) and Samuel Tuthill (fl. 1776-1794) were the first judges appointed by the county in 1776. The attorney general acted as the Prosecutor of the Pleas before 1824, and if he was absent the court appointed a lawyer to perform his duties. A County Court of Common Pleas heard cases between two people as opposed to cases involving the state and an individual.
